服务器上已经安装好，客户端使用时报错 #12

一台bwh的机器上已经安装好了，sing-box上使用时确报这个，尝试换过其它家机器是没问题的

enable TCP Brutal: setsockopt IPPROTO_TCP TCP_CONGESTION burtal: operation not permitted: please make sure you have installed the tcp-brutal kernal module
