Parallel preflag #238

Update the preflag module and start pipeline so that preflag is parallelised. Some tasks in preflag needs to be adjusted so that they process only a sinlge beam

I ran several tests with a parallelised preflag step in start_pipeline and it seems to work fine. I usually ran the tests up to and including crosscal instead of the full pipeline.
