Adds a Python testing matrix powered by pyenv and actions/cache@v2
Switches pipenv install to use actions/cache@v2 as well

Coverage remained the same at 49.627% when pulling 50fa099c312e68953f18dfdcba20bbb96b562c82 on python-matrix into bd8db411c9c8bdab3ea38903a01d7ce7b526514d on master.

@xavivars does this look like what we want with Python matrix testing? I had to make a bunch of changes to get it working but it seems to work (and be pretty fast as well).
