Missed two‐letter to three‐letter conversions #9

I wouldn't just "rename" the files. In the past, when moving from two to three characters, we've taken the opportunity to migrate the language pair to use monolingual packagackes.

By not doing it, but renaming, it won't be evident that this package hasn't been migrated.
