Is this completely unpredictable or is it limited to certain kinds of situations/words? (e.g. like loanwords behaving erratically).
It's more about the interaction of special characters I think. For example ئۆيلىرىمىزگە is the correct surfacing form of öyl{A}r{i}miz{G}{A} but the machine predicts ئۆيلىرىمىزغە (the vowel is correct but the consonant is [+back]) I am guessing {A} which undergoes a vowel reduction to become ى confuses the machine, or it could simply be that the twol rules don't go all the way back to the initial ۆ to make the inflections [-back].
Is there a way we could assing hidden values to ى?
ى still causes problems with vowel harmony, especially when it interacts with special characters.
