Redirect for DAO DASHBOARD > docs #422

The DAO Dashboard has a link to the docs using /latest/members which is from the old docs. Add redirect for the the new docs.

@wkande I moved this to the api3dao/api3-dao-dashboard repo since it's preferable to just fix the link, no?
