Summary

This PR adds two CD workflows.

CD check workflow that runs on new PR against release.

builds binaries for Linux (x86_64 and aarch64) and MacOS (aarch64).

CD release workflow, run on new releases.

builds unviersal binaries for Linux (x86_64 and aarch64) and MacOS (aarch64).
create release archives and attaches them to the release.
builds Docker images for x86_64 and aarch64.
pushes images to the registry.
