Volos Provider Mapping #1

Let's consider intercepting all volos providers to the apigee provider when deployed on apigee edge. that way there are truly no code changes when deploying to apigee. that or default apigee providers to be in-memory when off apigee.

I think we should think long and hard before implementing something like this as it could be confusing - as well as limit users' options. Also, the configuration system as it stands allows for doing a true no-code changeout of any Volos provider when deploying to a given account, so this can be done today.
