Get Developers, Apps and API Products returns only 1000 records and this could cause issue for update operation if the list returned does not include the entity.
122 , #114 , #92 were all opened for the above mentioned reasons. The fix for those are out and released for Apigee Edge and OPDK
The same fix needs to be available for Apigee X and hybrid in v2.x
