Fix Drush si installation error for profile #583

Fix https://github.com/apigee/apigee-edge-drupal/issues/731

Original Issue : https://github.com/apigee/apigee-edge-drupal/issues/731 Fix Drush si throwing error Could not create a developer entity while installation. Due to missing Apigee edge config since drush si cannot set default values for the form.
