Is your feature request related to a problem? Please describe

Currently we are using Bootstrap 4 https://github.com/apigee/apigee-devportal-kickstart-drupal/blob/2.x/themes/custom/apigee_kickstart/package.json#L12C6-L12C15. Update Bootstrap to version 5 which is latest.
