There are few permissions which are used for specific to either Apigee Edge Or Apigee X. However they can be merged to avoid confusion e.g. Purchase a rate plan and Purchase apigeex rate plan
There are few additional such permission, they are either used in Edge or X - at a time, so can be safely re-utilized.
