What's changed, or what was fixed?

Clean up root directory of devrel by moving linter configs to a dedicated folder

seems like https://github.com/github/super-linter/issues/1633 is preventing us from adding all config files to the linter folder so I'll close this PR for now. No point in having the config files more distributed in the codebase.
