drag textarea bug when iframe has parent iframe #1495

What steps will reproduce the problem?
1. You have one .html file ,its iframe has a parent iframe;
2. You drag the textarea by mouse middle button when it had appeared the 
scrollbar
3. The mouse event will not release 
4. This bug make the cef be abnormal

Please provide any additional information below.
I had uploaded a Pic of this bug

This is http://crbug.com/336373. It needs to be fixed in Chromium.
