Window disposition and user_gesture exposed in OnBeforePopup

What steps will reproduce the problem?
1. popup windows can be opened because the page decided to open them with or 
without user gesture - this is an important information for off-screen 
rendering application.
2. Window disposition provides information about the target of the popup window 
(new tab, new window, new background tab etc`)
3.

What is the expected output? What do you see instead?
N/A

What version of the product are you using? On what operating system?
CEf3, branch 2295, rev 2040, linux64

Please provide any additional information below.
