Fix #117.

Maven couldn't resolve the module

Thanks, @venkatesh2090 — it will be great to to merge apiman-docker into the main repo soon to avoid all of these annoying build issues.

And congratulations on your first contribution to Apiman, albeit I know it's not the most exciting one 😂!

Inter-repo release pipelines are just way too complex at the moment and I desperately want to get rid of the portal submodule and turn it into "real" code... Might do it tomorrow.
