Show API uptime in API catalog #1022

User story

As an API consumer I want to see the API "uptime" in the catalog so that I can discard "unreliable" APIs without going into details view.

Open issue: timeframe for calculating the percentage? Month? Should we show consumers how the uptime is measured with some hovering view?

Related issue: #1021

Definition of done

[ ] User can see an indication of API uptime percentage in API catalog
Wireframes
Card View (for high, average and low uptimes)
Table View (for high, average and low uptimes)

At least month. I would even go for year. The other open question is how often we ping the APIs. Every minute, hour, day?

Pinging every hour should be fine. Time frame should be ether week, two weeks or month I think. Github Status, for example, has day, week and month time frames.

If possible, fix the padding between information in card view in this task. Right now, the bottom right corner of card view has less padding than bottom left corner.

Comment from @Nazarah We should decide what is the meaning of the color coding: what percentage range gets green, yellow or red? Initial proposal: 90 - 100 is green, 75-89 is yellow, 0 - 74 is red. Any comments?

I would say red is for 50% and below.
