"As an APInf user, I want to use "Back to top" button so that I can easily reach without scrolling to the top of a page that has more contents."

Requirements:

[ ] pages with large contents (e.g. where page headers need to be seen by scrolling upwards like API profile/ API catalog) has a "Back to Top" button
[ ] on clicking the button, User is navigated to the top of the page
