Add documentation for running api-umbrella on docker locally

Currently, the development team needs to add Nightly API umbrella to local setup in order to test the proxy. I believe the project needs to be easily setup by any developer locally and the docker would be a solution.

The problem here is that currently the docker development does not build locally and does not run api umbrella.

Definition of Done

• [ ] Fix the docker development.
• [ ] Document on the project how to run docker locally right after cloning the repository
