Removed admin user can see user list #3630

Background

Admin user is able to see list of users and modify it. Normal user can not. Also person without user account can not see user list.

Problem

Removed admin users sees user list after he/she is removed, in case the admin had the user list page open, when admin was removed.

The navigation bar is changed, though, when admin user is removed.

Expected functionality: The user list page must be closed, when the admin is removed.
