When APIs.json file submitted warn of file name #8

I noticed the developer.trade.gov submitted an api.json instead of apis.json. Seems like we should enforce this as part of submission / validation?

for now we just check the format. If we want to be as strict as robots.txt I guess we have to enforce it.

Yeah. Easy one to overlook, but I guess when we can let's start enforcing.
