When there is no package config file yet then the editor is opened and the user is supposed to edit the file.
It's not exactly obvious which values are mandatory.
Instead the user could be asked for all mandatory values on a one-by-one basis, and it could continue with important ones and finally ask for the least important ones.
The dialog should give an opportunity to put help on display for a value if the uses wishes so.
