In order to promote trust into a package the concept of one or more maintainers could be introduced. This could be an email address at the very least, and maybe a URL pointing to a maintainer's home page or LinekIn profile etc.
There could also be a page at https://dyalog.com that lists all specifically trusted maintainers.
Maintainers could be connected to packages and/or group names.
