'Course has ended' sticky alert padding causes UI bug with exercise anchor links #1311

Padding was added to the sticky alerts in PR https://github.com/apluslms/a-plus/pull/1219.

This is so that the alert does not hide the information that the anchor link points to. This should probably use margin-top instead of padding-top, since links to exercises now result in a weird exercise frame UI bug after scrolling up:
