Spacy 2.3 #25

Spacy version 2.3 I think works but breaks tests due to difference in expected POS tagging and tokenisation output.

Just realised that allennlp 1.0.0 Spacy requirements are >=2.1.0,<2.3.0 therefore upgrading to Spacy 2.2.4
