Add CI workflows - Githubissues

Copy from cw-vault-token repo.

Would need to copy Github workflow files as well as config files (deny.toml, clippy.toml, etc)

DoD

[x] Setup branch protection rules that require all CI jobs to pass before merge for both develop and master
[x] Changelog generation job should only run on merge to master
[x] CI job enforcing SemVer update on merge to master.
- Should check commit history and parse according to conventional commits
[x] deny job should be configured to reject any import of crates with incompatible license. See docs here
[x] cargo machete job

@apollo-bobby deny here is marked as done, but it seems it denies Apache 2 now, which is not good.

That's my mistake. I thought it was working. Will fix on Monday.
