chore: update dependencies #516

This PR contains multiple changes I've integrated before realising the repo settings have changed and now require another maintainer to approve before integrating into master.

merge the semgrep job by apollo team #512
merge the GC PR #515
migrate both source and web example to yarn 4
update dependencies in both source and web example
prepare release 0.15.0, which has to be published manually once the changes are approved

@wtrocki would you be so kind to have a look at this PR and give it an approve? With the new organization settings I'm no-longer able to do changes alone, and I'm not in touch with anyone else from the org.
