[Data masking] Create ESLint plugin/rule that detects usage of `@unmask` directives #11677

As of now we aren't planning to do this. The original idea for this was centered around @unmask being a migration-only tool. Since it is also a feature that we will be releasing, I'm not sure there is much value here. We can always pick this up later if we deem it important.
