Monitor API does not respect preference about vulns without patches #307

This is for aptible who use it for their dashboard

For now, create a second api call that respects it then figure out if we can merge them / expose the setting ot users (right now we just don't show you vulns without fixes)

This may also allow us to make the API faster using the same tricks as #327
