23 web profile we need to differentiate which web profile requirements are in scope for mobile #48

As discussed earlier in the week, I added a scope section for each of the specifications. Scope will include one or more of the following:

With the idea that mobile applications which use web APIs will need to meet not only the mobile profile specifications, but also those in-scope for web APIs.
