Separate developer/API TOS #13

Developers (and how they use the API) are important enough to the ecosystem that there should be a separate developer/API TOS rather than trying (only) to squeeze them in elsewhere.

Absolutely. We're working on developer terms and a revamped privacy policy as our next steps.
