Close submission phase on tasks/F2F when review is done #460

When F2F or tasks are closed before the submission phase is closed then the submission phase remains open. We should make sure we close the submission phase when the challenge is closed.

@ajefts @BadalZ I think this should be handled in autopilot code not in direct app
