Provide a Challenge Preview action #426

A couple ES folks have tried to preview a challenge before launching it. We should provide a Preview button that allows the user to see their formatted challenge similar to what a community member would see. This would open in a new browser tab where it is clear to the user that s/he is looking at a preview of the challenge including WYSIWYG formatting, layout, content, etc.
