Summary from discussion with @gaitonde

Their permission to view scorecards and results are based upon the current user's participant status for the challenge

There are Service level permissions

A OWNER can see any scorecard or result at all times
A SUBMITTER can see their own result at any time.
A SUBMITTER can see all results after challenge is "COMPLETE"
A SUBMITTER can see their own scorecard when it is "SUBMITTED"
A SUBMITTER can see all scorecards when the challenge is "COMPLETE"
