Re-enable tests marked as failure due

The following tests have been marked as failure due to instability in either the test or the code, we should review them and either remove/fix the test or the code.

The one test unchecked test above (test_dynamic_weight_deconv) is no longer included in our repository. So I'm going to close this issue.
