Fix mutation checksum and accumulative checksum in downgrade test

[kakaiu]

Mutation checksum and accumulative checksum are not compatible to a version smaller than 7.3.39. In the first restarting test, mutation checksum and accumulative checksum must be disabled if the downgrade version is less than 7.3.39. In the production, if the current FDB enables any of the two features, when downgrading, it can only downgrade to a version at least 7.3.39.
