Provide ubuntu arm64 binaries #7964

Hi Team,

I am working on foundationdb for ubuntu arm64 platform. I have successfully compiled the binary using this documentation and PR. The binary works fine for me. Do you have any plans to release the arm64 binaries. It would be great if arm binaries were available.
