Trying to install/run Darwin Server #1

Have installed the Mac Darwin SS .dmg file on my mac server, but when I try to administer it, my browser goes to 127.0.0.1:1220/parse_xml.cgi?filename=setup_assistant2.html where I get a message saying

SERVER ISN NOT RUNNING The server is currently not running. Please start it before attempting to administer it.

I have WEB services running on the MaC OSX Server, and have set up access to 127.0.0.1 for port 1220

What do I need to do.....? Is there documentation for this somewhere?
