[GSoC] Interactive mode for swift CLI tool ArgumentParser #546

I don't feel like it's my place to do this but I really want to see this move forward.

This a pr for #449 since everything seems to work. I didn't do the work @KeithBird did. I just open this PR in order to see this feature move forward.

Thanks, @mackoj! This is definitely still in progress, but not ready to merge on main yet. I'll work on putting together a list of things we'll want to get in for the next minor version release.
