This PR automates Maki's test suite:

Adds Python and CMake for setting up test suite automation
Adds LIT and FileCheck RUN and CHECK comments to testing files
Updates README with instructions for setting up and running the test suite
Adds default values to all invocation properties
Also make build script more idiomatic
