Clean up Makefile and scripts cruft (#25)
Add CircleCI and fix lint issues (#24)
Add GoReleaser for easier binary distribution (#36)

Why

Make the project much easier to deal with.

@solarchad hey let me know if you think we should run the ACC tests in CI as well. I think we can use a CircleCI mechanism for just doing it every so often instead of on literally all PRs. I have an AO account I use for live tests on the AO client, so we can use that for this as well if we want, or we can add that to the backlog for later.
