Install Kindle for PC 1.26 or earlier on this computer and user and import a copy from there. You will also need the KFX Input plugin. Or you will need to disable KFX downloads. See this post for details:

Thanks! I had Kindle on an Ubuntu 18.04 machine and had moved the Kindle .azw file over to my Windows 10 machine so I could install the DRM plugin in Calibre. When I imported the .azw file from Ubuntu into Calibre, then the DRM remained. I then installed Kindle on the Windows machine and redownloaded the book I needed and took that new .azw file into Calibre and the DRM was removed.

So, installing Kindle for the PC did the trick.
