Pass outerloop arguments from config json to outerloop controller #10

This pairs with a recent AL_outerloop commit to make AL_HTML send arguments specified in the JSON for AL_HTML to the outerloop controller. Specifically, it looks for the key "outer_loop_args" for the JSON.
