Indianapolis Inset #504

The St. Louis Sectional includes an Indianapolis Inset. It would be nice if the Indianapolis Inset was treated like a TAC, but unlike the Honolulu Inset, which has it's own GeoTIFF, the Indianapolis Inset is in the corner of the St. Louis Sectional GeoTIFF.
