add CODEOWNERS #382

383 adds it to the default branch (hawthorn master), but we might as well add it to the juniper branch while we're at it since we'll want it there eventually anyway.

Not sure if you meant to have @thraxil in there on two lines, but it should just be overridden, so I guess it's fine.

Yup, it's a bit confusing, but it's correct. The first line is a single repo owner, the next line is the default set of reviewers.

Our Confluence CODEOWNERS doc explains why this is needed.
