Fix workflow errors for merge conflicts and tests workflow.

https://github.com/edx/edx-platform.git moved to https://github.com/openedx/edx-platform.git Python 3.5 EOL, so it causes the cert check issue for PyPi. Suggested workaround from setup-python https://github.com/actions/setup-python/issues/866#issuecomment-2154968862
