Ficus - incompatible edx-django-oath2-provider #100

I installed appsembler/amc branch of edx-organizations, but the its requirement for edx-django-oauth2-provider>=1.2.0 is not compatible with Ficus, and it does appear that for our needs on [this specific server] that 1.1.4 is fine, so I included an extra reequirement in configs for that version, to override the edx-organizations dependency.

Figures 0.4.x release series dropped support for Ficus and we don't support any versions prior to 0.4.x series, closing this issue
