This PR gets our master up to speed with tag 0.10.4 on Raccoon Gang fork.
There are a lot of commits, but these have been in production use across Open edX releases by RG, Edly, UCSD, possibly others, so I'm not too concerned. Also, these will never be deployed by Appsembler as-is... we will skip over these to the 1.0.0 release coming in subsequent PR.
