[Bug]: With Create Modules button, there is an overlap in the split pane ui #31821

Description

When there is an option to create modules, the split pane ui has text cutoff

If a module is already created, then this is how the ui looks with the dropdown -

the CTA to create module has now been moved to the context menu, and this should not happen anymore.

@rohan-arthur reopening this as the solution doesn't support GotoModule CTA when the module is already instantitated
