[task] Temporal support for postgres 15

I have verified that workflow proxy is working as expected on temporal on Postgres15. We are good to go.

The following exercises were done to verify this

• Analysing the difference between pg 13 vs 14 vs 15. 14 * 15 are backwards compatible. However ‘standby’ is available in 13 and made obsolete in 14 & 15. https://www.postgresql.org/about/featurematrix/
• cloned https://github.com/temporalio/docker-compose and edited to launch temporal with postgres 15.7 instead of 13. health check passed.
• All 98 unit tests in RTS/Wokflow-proxy passed with temporal on postgres 15.7 ( appsmithorg/appsmith-ee.git #d1cfad02e2ff2aabe8479fdce7490618b56a6bd6)
